COVID-19 in Zimbabwe: Trends, Dynamics and Implications in the Agricultural, Environmental and Water Sectors ; : 123-136, 2023.

ABSTRACT

Antecedent evidence suggests that Zimbabwe's informal sector employs 95% of economically active adults. The informal sector closed operations due to COVID 19 lockdowns resulting in loss of income, unemployment and low standard of living. The informal sector lacks a model to use during natural disasters like COVID-19 pandemic. The chapter analyses the humanistic effects of the COVID-19 pandemic on the informal sector in Zimbabwe. The study used the collective five finger theory as a lens to view the phenomena. The researcher adopts a post-positivism paradigm that advocates a mixed-method approach. The chapter uses a descriptive research design to interview officials from the Ministry of Small and Medium Enterprise and Local Authorities and collect quantitative data from 200 informal traders in Gweru. Descriptive statistics were used to analyse quantitative data and thematic analyses for qualitative data. The results revealed that relaxed sector workers' standard of living declined due to business revenue falling. The study recommends adopting the proposed intervention strategies based on the Humanistic-Pandemic-Approach in the Informal sector guided by Ubuntu philosophy. © The Editor(s) (if applicable) and The Author(s), under exclusive license to Springer Nature Switzerland AG 2023.

ABSTRACT

As with previous crises, EU-wide risk-sharing has also been demanded during the Covid-19 pandemic. Yet, this crisis did not unfold in a political vacuum. Instead, public backing for EU-wide risk-sharing might have been informed by past crises experiences. Building on the idea of experienced reciprocal risk-sharing, we assume that the willingness to share risks is greater when a crisis-ridden country has also shown solidarity before, whereas readiness to cooperate may be mitigated by non-solidarity-oriented behaviour in the past. We test this assumption based on a survey experiment carried out in eleven EU countries in 2020. Our findings suggest that, when people are given information about whether another country has acted in solidarity in the past, this influences their willingness to support risk-sharing in the present. However, we also find evidence that respondents' preferences outside the experimental setting do not always match their country's recent history of reciprocal risk-sharing.

ABSTRACT

This article addresses selected issues relating to the current situation of Social Europe, examining a possible legal basis for a Directive on short-time work as proposed by Sylvaine Laulom. Subsequently, it discusses the legal basis for the proposed Directive on minimum wages, concluding that there is no sufficient legal basis in EU primary law as a result of Article 153 (5) Treaty on the Functioning of the European Union (TFEU). The article then provides a brief overview of developments in long-term care and collective bargaining for self-employed persons. Finally, it concludes with examples taken from Austrian case law of how the COVID pandemic can open up a new perspective for dealing with existing problems in labour and social security law. © 2023 Kluwer Law International BV, The Netherlands

ABSTRACT

Individualised employment relations formed a key pillar of the shift to neoliberal economic policy in the 1980s, complementing other dimensions of orthodoxy deployed across governments, public administrations and central banks in the same time. In the neoliberal narrative, market forces would ‘naturally' and justly compensate labour for its contribution to productivity, like any other input to production. Consequently, redistributive institutions empowering workers to win more adequate wages and conditions (through minimum wages, Awards, unionisation, and collective bargaining) were dramatically eroded, or discarded entirely. Combined with welfare state retrenchment, this restructuring of labour market policy increased the pressure on people to sell their labour, and under terms over which workers wielded little influence. Since then, forms of insecure, non-standard work have proliferated globally, and employment relations have been increasingly individualised. Now, most workers in Anglo-Saxon market economies, and a growing proportion of workers in European and Nordic nations, rely on individual contract instruments (underpinned only by minimum wage floors typically far below living wage benchmarks) to set the terms and conditions of employment. Wages have stagnated, the share of GDP going to workers has declined, and inequality and poverty (even among employed people) has intensified. More recently, after years of this employer-friendly hegemony in workplace relations, successive crises (first the GFC and then the COVID-19 pandemic) have more obviously shattered traditional expectations of a natural linkage between economic growth and workers' living standards.After a generation of experience with this individualised model of employment relations, and with the human costs of that approach becoming ever-more obvious, there is renewed concern with reimagining policies and structures which could support improvements in job quality, stability, and compensation. Important policy dialogue and innovation is now occurring in many industrial countries, in response to the negative consequences of neoliberal labour market policies. In those conversations, institutions like collective bargaining have returned to centre stage.

ABSTRACT

This paper argues that the Covid recession, and aggressive monetary tightening in the US accompanying the post-Covid recovery, are likely to cause a sovereign debt overhang in emerging market economies—i.e. debt which is unlikely to be fully repaid. A sovereign debt reconstruction mechanism (SDRM) seems necessary to avoid widespread disorderly debt write-downs. We discuss a range of procedures that are available, building upon Anne Krueger's proposal for an SDRM in 2002 (Krueger, 2002a,b). At that time Krugman (1988) had already argued that any SDRM should incentivize debtors so that they put in effort to clear their debts (a Krugman contract). Menzies (2004) went further than this to show that these effects should be further sharpened, creating what he called ‘hyper-incentive effects' (a Menzies contract). The International Monetary Fund has argued that risk-sharing between debtors and creditors will also be important (IMF, 2020). But we show that risk-sharing will—in general—pull in the opposite direction to incentive effects, and we doubt the extent to which the IMF has recognized this trade-off. Finally, we argue that collective action clauses (CACs) increase the probability of achieving any agreement, whatever it might be. They will help avoid the alternative of disorderly debt write-downs, outcomes which will deliver neither incentive effects nor risk-sharing. © The Author(s) 2023. ABSTRACT

This chapter shares the author's personal experiences during the early part of the lockdown in the UK in the spring of 2020, with all the uncertainties it created, and considers it from a dramatic storied perspective. It presents the author's perspective of creating a story out of COVID-19. Over the coming weeks in the spring of 2020, as the virus spread in lightning dramatic form, was a series of intertwined stories neither the author nor anyone else had fully processed. They were being encouraged to work from home. As we moved into March the government suggested that we should not have mass meetings, not go to pubs, sporting events or concerts. The notion of working from home and social distancing were being considered. We were all inadvertently being drawn into a classic dramatic story of life and death, without having the distance or space to respond fully to the emotions created. From a dramatherapy perspective, one could argue this is Jung's 'Collective Unconscious' at its most literal and dramatic-an unseen virus spreading throughout the very DNA of all humankind, that was completely unknown to us till a few months earlier, had no antidote and could be deadly. ABSTRACT

Managing collective action issues such as pandemics and climate change requires major social and behavioral change. Dominant approaches to addressing these issues center around information provision and financial incentives to shift behavior, yet, these approaches are rarely effective without integrating insights from psychological research on motivation. By accurately characterizing human motives, social scientists can identify when and why individuals engage, and facilitate behavior change and public engagement. Here, we use the core social motives model to sort social psychological theories into five fundamental social motives: to Belong, Understand, Control, self-Enhance, and Trust. We explain how each motive can improve or worsen collective action issues, and how this framework can be further developed towards a comprehensive social psychological perspective to collective action issues. ABSTRACT

The inspiration for this collective writing project began with a digital conference entitled ‘Knowledge Socialism, COVID-19 and the New Reality of Education' held at Beijing Normal University. In this conference and through this article, multiple researchers spread across six continents have engaged in the collaborative task of outlining emerging innovations and alternative contingencies towards education, international collaboration, and digital reform in this time of global crisis. Trends associated with digital education, knowledge openness, peer production, and collective intelligence as articulated by Michael A. Peters' conception of Knowledge Socialism are given careful analysis and exploration. Some of the members of this collective endeavor to identify problems, others, begin to draw boxes around potential solutions. Overall, this article engages with real world challenges and innovations that look beyond dominant neoliberal trends in the knowledge economy to build bridges toward novel possibilities in this era of rapid digital change.

ABSTRACT

The Summer Arts Workshop (SAW) is a community-based art therapy program with a social justice focus. It has been offered through the Helen B. Landgarten (HBL) Art Therapy Clinic at Loyola Marymount University (LMU) since 2007 in partnership with Dolores Mission School in Boyle Heights, a historically under-resourced part of East Los Angeles. In 2020, due to the COVID-19 pandemic and stay-at-home orders in Los Angeles, the SAW leadership team adapted the workshop to an online format. The authors took advantage of the online format to extend the reach of the workshop to several school sites in marginalized communities in Los Angeles County, including a juvenile hall high school, which is a prison for youth in a state youth detention centre. The greatest challenge in adapting to an online format was preserving the core component of the workshop: building trust and healthy attachments through expressive art making. The authors overcame this and other challenges and succeeded in providing connecting experiences for participants and facilitators during a time of social isolation and collective anxiety. In response to the COVID‐19 crisis, government spending around the world has increased significantly and will continue to grow as interest rates rise. In view of protracted and costly sovereign debt restructurings in the previous decades, contractual and noncontractual instruments of the Global Debt Governance‐system have been insufficient to prevent and to resolve sovereign debt crisis. While statutory and comprehensive approaches to resolve sovereign debt crises lack the political support such as an insolvency procedure for states incomprehensive contractual approaches including collective action clauses (CACs) cannot fully secure a comprehensive debt resolution. Codes of conduct could constitute an essential instrument to contribute to preventing and resolving sovereign debt crises. There are two main impediments for establishing and adopting such codes of conduct effectively. First, a range of codes of conduct with different institutional settings and principles have been established − and partly implemented − including those of the Institute of International Finance, the United Nations, the G20, the IMF and the OECD. However, differing institutional settings do not contribute to preventing or effectively resolving debt crises when the actors concerned apply different codes of conduct. We suggest a new universal code of conduct in which the elements of the various proposals made by the public and private sectors would be combined. Second, the global economic governance structure lacks incentives for creditors and debtors to adhere to this new universal code of conduct. This paper proposes measures providing incentives for creditors and debtors to apply the nonstatutory code of conduct.

ABSTRACT

The recent vaccination campaign targeting the new coronavirus infection (COVID-19) carried out in the Armed Forces of the Russian Federation, on the background of the current unstable global pandemic situation, makes it necessary to study post-vaccination population immunity to the SARS-CoV-2 virus and thus identify key features of immunity in organized military collectives. In the future, this will make it possible to objectively assess the risks of a worsening pandemic situation, effectively adjust the ongoing sanitary and anti-epidemic measures aimed at preserving and strengthening the health of military personnel, as one of the main conditions for maintaining the combat readiness of the Armed Forces of the Russian Federation. During a study conducted on epidemic indications, it was found that vaccination with Gam-Covid-Vac contributes to the formation of collective immunity with 95% effectiveness. A gender-based analysis of the immune response showed that the proportion of persons who lack class G immunoglobulins to SARS-CoV-2 among females is twice than that among men (9.3% and 4.7%, respectively). Seroprevalence indicators, classified by blood group, range from 94.4% (AB (IV) Rh–) to 97.4% (A (II) Rh–). There were no significant differences in seroprevalence between groups of people with different blood groups;however, the highest value of seroprevalence was seen among military personnel with blood group A (II) Rh–. In this context, it is advisable to continue monitoring the formation of immunity in individuals with various blood groups. The results obtained made it possible to form a primary medical and social "portrait” of a serviceman with the most adequate immune response to the introduction of the Gam-Covid-Vac vaccine (a man under the age of 20 with blood type A (II) Rh–) and to draw a conclusion about the high effectiveness of vaccination in military units (formations) staffed by conscripts and military educational organizations. ABSTRACT

The COVID-19 pandemic induced an overexposure of migrant farmworkers' poor working and living conditions in Costa Rica's northern border area and underscored the country's dependence on migrant labor. This created a unique opportunity to position pro-migrant concerns and demand actions from the state. In this article, we assess if and to what extent the actions of the Costa Rican state were influenced by migrant demands, or whether other priorities guided policy. Based on a novel database on protest and collective action (Protestas-IIS) that is fed with national and local newspaper articles, we analyze the demands made by migrants, the private sector and NIMBY movements, and state responses. Our findings suggest that the latter prioritized market concerns and antiimmigrant interests, thereby underscoring lessons from the literature that migrants are among the politically most disenfranchised in society. Their demands were only partially responded to by the state, and only concerning issues that aligned directly with public concerns, in this case related to health.

ABSTRACT

Background/Aims Upadacitinib (UPA), an oral Janus kinase (JAK) inhibitor, demonstrated efficacy and safety in patients (pts) with psoriatic arthritis (PsA) and prior inadequate response or intolerance to >=1 biologic disease modifying antirheumatic drug (bDMARD) at week (wk) 56 in the phase 3 SELECT-PsA 2 study. We aimed to evaluate the efficacy and safety of UPA at wk 104 from the ongoing long-term extension of SELECTPsA 2. Methods Pts were randomized to UPA 15mg (UPA15), UPA 30mg (UPA30), or placebo (PBO) for 24 wks;PBO pts were then switched to UPA15 or UPA30. For continuous UPA treatment groups, efficacy endpoints at wk 104 were analyzed using non-responder imputation (NRI) and as observed (AO) (binary endpoints) or mixed-effect model repeated measures (MMRM) and AO (continuous endpoints). Treatmentemergent adverse events (TEAEs) were summarized for pts who received >=1 dose of study drug using visit-based cut-off at wk 104. Results A total of 641 pts received >=1 dose of study drug. At wk 104, 38.4% of all patients had discontinued study drug, with the highest discontinuation observed in patients randomized to PBO at baseline (all PBO: 46.7%). The most common reasons for discontinuation were lack of efficacy (UPA15: 12.3%, UPA30: 8.7%, all PBO: 21.7%) and adverse event (UPA15: 10.9%, UPA30: 13.3%, all PBO: 12.7%). The proportion of UPA pts that achieved ACR20/50/70, MDA, PASI75/90/100, and resolution of dactylitis and enthesitis were generally similar, or further improved, with 104 wks of treatment vs 56 wks. Similarly, mean change from baseline in HAQ-DI, patient's assessment of pain, BASDAI, and ASDAS was improved with UPA treatment. At 104 wks of therapy, clinical responses were largely similar with UPA15 and UPA30. Generally, safety data at wk 104 were consistent with that reported at wk 56. Rates of serious infection, herpes zoster, hepatic disorder, anemia, neutropenia, lymphopenia, and CPK elevation remained numerically higher with UPA30 vs UPA15, while rates of malignancies, MACE, and VTE were similar for both UPA groups. One death was reported with UPA15 (unexplained due to lack of information;however, the patient had recently been diagnosed with ovarian cancer) and two with UPA30 (pancytopenia and COVID-19 pneumonia). Conclusion In PsA pts with prior inadequate response or intolerance to>=1 bDMARD, clinical responses were maintained with UPA15 and UPA30 up to two years of treatment. No new safety signals were identified in this long-term extension.

ABSTRACT

Teachers are central to education;they stand at the crossroads of education. It is chiefly through their efforts that the goals of education are achieved or thwarted. Susan Moore Johnson, Harvard Graduate School Professor of Education, sagely wrote just over 30 years ago, "Who Teaches Matters” (Teachers at work: Achieving success in our schools. Basic Books, New York, 1990, p. xii). Eric Hanushek concurs writing, "First, teachers are very important;no other measured aspect of schools is nearly as important in determining student achievement” (The economic value of higher teacher quality. National Center for Analysis of Longitudinal Data in Education Research, Calder The Urban Institute, Washington, DC, 2010, p. 3). The COVID-19 pandemic with its shutdown of many schools brought to the forefront the importance of teachers interacting with their students in classroom settings. Try as the teachers may, their virtual presence was a questionable substitute for the personal dynamics created by teachers with their students. Teachers consider themselves to be professionals, providing a fundamental service, and seek to present themselves to the public as professionals. Juxtaposed to the critical importance of the teacher is the fact that public school teachers are part of a heavily unionized workforce. For some, there is a challenge between being a professional educator and being a member of a union. Dana Goldstein, in The Teacher Wars: A History of America's Most Embattled Profession, asked, "Could unionized teachers fight for their own interests as workers for the educational interests of the city's children? Or were those two priorities at odds?" (The teacher wars: a history of America's most embattled profession. Doubleday, New York, 2014, p. 74). Essentially, is unionization organized in a way that supports the professionalism of teachers? DeMitchell and Cobb, in their study of unions and teacher professionalism, ask, "[Are] teacher unionism and collective bargaining compatible with teacher perceptions of professionalism?" (West's Educ Law Reporter 212:1-20, 2006, p. 19). This chapter explores the challenges of unions and teachers in developing and sustaining the union, which balances the traditional and legitimate responsibility that unions owe to the educators they represent while supporting the professional responsibility of the teachers to act in the best interests of their students. The discussion will begin with an exploration of professionalism - what does it mean to be a professional. Next, the rise of teacher unionization and the divergent paths of the National Education Association and the American Federation of Teachers in relation to professionalism and unionization will be discussed. The organizing principle of the emerging state collective bargaining laws formats public sector laws consistent with the industrial union model of private sector unionization and the impact of industrial unionism on teachers and teaching. »Das globale Koordinationsproblem: Kollektives Handeln zwischen ungleichen Staaten«. The most pressing problems facing mankind today re-quire for their solution some form of worldwide collective action at the level of states. In order to combat the global threat of the COVID-19 pandemic, wealthy countries must cooperate to provide vaccines for people in low-in-come countries, if only to prevent these populations from becoming breeding grounds for new strains of the SARS-CoV-2 virus that will also endanger the richer nations. Another, even more pertinent case is the campaign against global warming, which requires concerted action by committed state regimes to curtail the worldwide emission of greenhouse gases. Such figurations give rise to the classic dilemmas of collective action. Throughout human history, with ups and downs, the scale of collective action has extended. This is a cor-ollary of the gradual increase in the scale of governance, from villages to small kingdoms to nation states. National economies, too, have expanded with the increasing control and consumption of fossil energy, as Johan Goudsblom has demonstrated. By the end of the 19th century, nation states were the larg-est units of effective coordination, each one comprising between one and a hundred million citizens. In the course of the 20th century, a few entities have evolved to the next higher order of magnitude with hundreds of millions, or more than a billion citizens and with a gross national product exceeding in most cases 10 trillion US dollars: these "gigants” are China, the USA, India, and the EU. They are at present the initiators and managers of global collective action. The recent COVID-19 pandemic created an urgent coordination problem. The enduring climate crisis evokes very similar dilemmas of collective action. The Russian invasion of Ukraine quite suddenly compelled the USA and the EU to join in antagonistic collaboration and overcome chal-lenges that were much the same. State actors resort to a limited set of strat-egies and practices in order to overcome the pitfalls of collective action and the gigants have a leading role in coordinating them. © 2023, GESIS - Leibniz Institute for the Social Sciences. ABSTRACT

The Covid-19 crisis initiated debates among sociologists concerning metatheoretical principles of sociology and how sociological analyses should be done in times of pandemic. We discuss the methodological basis of the explanatory sociology approach and demonstrate its relevance in times of pandemic. We start with the paradigm of realism and then proceed to the guiding principles of causality and methodological individualism. It is argued that this is the appropriate and reasonable epistemological basis for sociology and enables explanation of social phenomena as well as prediction of unintended consequences of social interventions associated with the Covid-19 crisis. ABSTRACT

PurposeComplex crises affect tightly coupled systems making them highly unpredictable. This paper aims to determine how organizations learn from their crisis experience shaping their knowledge and transformation trajectory toward and beyond survival. A theoretical framework integrating organizational learning (OL) and knowledge management in organizational transformation (OT) in complex crises is presented.Design/methodology/approachThis conceptual paper presents a systematic literature review on OT in crisis from 2000 to 2021. To achieve integration, the authors searched for studies on OT, knowledge management and OL, each paired with a crisis.FindingsCrises highlight the emergent and decentered nature of knowing and organizing. This study suggests that OT is achieved through various changes in organizational knowledge. Different learning modes enable the transformation of knowledge in a crisis: contextual or situated learning, strategic and collective integration.Research limitations/implicationsThe authors' pandemic experience may have influenced the analysis. This paper does not account for new types of learning emerging due to the influence of digital technologies.Practical implicationsOrganizations may hasten renewal through distributed crisis management facilitated by contextual and strategic learning and collective integration.Originality/valueThis study categorizes learning, based on its function in crisis management, into three types: contextual learning for creative problem-solving, strategic learning for leadership and direction and collective integration to evaluate their crisis journey. Through this classification, this study sheds light on the types of knowledge needed to manage crises effectively, showing that organizations can leverage their crises by transforming and innovating themselves in this turbulent period.

ABSTRACT

The COVID-19 pandemic temporarily exposed the inadequacy of established institutions and markets to handle a multidimensional crisis, but it also revealed the spontaneous emergence of social collectives to mitigate some of its consequences. Building upon more than 600 responses from an open-ended survey and follow-up qualitative interviews, we seek to understand the spontaneous formation of social collectives in neighborhoods during the initial global lockdown. Applying the sensemaking lens, we theorize the process that prevented the collapse of sensemaking; motivated neighbors to comply with the pandemic-related restrictions; and inspired the development of collective initiatives and the sharing of resources, experiences, and a feeling of belonging. In doing so, we identify mechanisms that allow distributed sensemaking and organizing for resilience: widely shared and accepted cues and frames, simultaneous enactment of practices, embeddedness, visibility of actions, and sense of community. Contrary to the literature on local community organizing and entrepreneurship, which emphasizes the importance of shared values and beliefs, we reveal how the abovementioned mechanisms enable social collectives to emerge and build resilience in times of crisis, even in the absence of pre-existing ties and physical and social isolation. Implications for sensemaking, resilience, organization studies, and community psychology are discussed.

ABSTRACT

The pandemic's collective memory features large-scale destruction in the public and private realms. This paper studies the latter by speculating on the complex interrelationship between gender, media, and collective memory. By foregrounding the potential of fictional experientialities to engage with real-life phenomena, the paper analyzes the movie Tasher Ghawr as an epitome of women's experience of the COVID-19 lockdown. This movie was selected pertaining to its current relevance. The paper undertakes a qualitative investigation through a textual analysis of the movie's narrative. The researchers use theories such as collective memory, gender performativity, affect, and counter-memory to illustrate how the protagonist Sujatha's individual gendered memory constantly constructs and deconstructs the collective memory of women as it pertains to the pandemic. The notion of collective memory is highlighted as complexly entangled and dialogically engaged with the memories of the individuals. This paper demonstrates this by constructing Sujatha as a subject defined by the norms embedded in the female collective memory and then shedding light on her subversive brilliance in questioning the stronghold of these discourses. This act of subversion produces a new strand of collective memory where women are no longer simply victims. The results of this study indicate that while women are constructed as subjects through collective memory processes, they also demonstrate a potential to subvert and question the stronghold of this collective memory that presupposes their submissiveness and servility. For future researchers, this movie provides ample critical space to discuss the notion of traumatic memory. © The Author(s) 2023.

ABSTRACT

COVID‐19 produced the largest mass mobilisation of collective helping in a generation. Currently, the impact of this voluntary activity is not well understood, particularly for specific groups of volunteers (e.g., new vs. existing) and for different amounts of voluntary activity. Drawing on social psychological work on collective helping, and work from the Social Identity Approach to Health, we seek to address this gap through an analysis of survey data from 1,001 adults living in the south of England (333 men;646 women;age range = 16–85) during the first UK lockdown. Measures included time spent volunteering pre‐/post‐COVID, community identification, subjective wellbeing, and volunteering intentions. Those who volunteered during COVID‐19 reported higher levels of community identification than those who did not. However, subjective wellbeing benefits were only found for those volunteers who maintained the same level of volunteering (in terms of time) pre‐and post‐COVID lockdown. New volunteers showed significantly lower levels of wellbeing when they were undertaking 5 or more hours of volunteering a week. Our findings provide unique insight into the variable relationship with wellbeing for different groups of volunteers, as well as how the experiences and functioning of ‘crisis' volunteering are different from volunteering during ‘normal' times.
